free service to starter upgrade ?

Hello,Currently I am in classic x10hosting free service , I would like to no longer have the constraint

If I do the upgrade in starter, is the 30 day constraint automatically deactivated?

You are misunderstanding how they work, they are not on a per domain basis and never were, those are account wide for your account. They are working correctly.
