Frequent timeouts

When connecting to my site (theascended.org) I and my visitors get frequent timeouts. When ever I have this problem I try to log into the cpanel and am always successful. Is this an issue with server load or sql queuing (which I understand is a bane of free hosting) or is there an actual server issue?

It may be an issue with the server. Can you post a URL that we can observe these problems ourselves?
