Friend's Website Down

I have recommended x10hosting to my friend. But unfortunately, her site is now down - gcseducationsite.x10.mx is not working, leading to the CPanel page. She is on Starka. Any idea why it won't work? Tried flushing DNS as it suggested.
Also, when she logged into her CPanel, her Webmail wouldn't work. The workaround was to go to this link: https://starka.x10hosting.com:2096/webmail/x3/?login=1 where it would auto-login.

She won't be on Starka for much longer, if she's still there at all. There is a major server restructuring going on at the moment. Accounts from Starka (and Stoli) are being moved to a server named Absolut. In the meantime, sites may be down altogether or may return a 403. It's a bit of a pain in the butt, yes, but it avoids the situation where changes made to a live site aren't reflected in the copied site, and since there is so much data and so many accounts involved, keeping the servers in sync would be virtually impossible.
