FrontPage extensions can't be installed

When I try to install the FrontPage extensions option offered in your c-panel, I get an error telling me there is a problem

"Error: The server extensions were unable to access the file "srm.conf". Please check the file permissions."

How can this be resolved?

Despite the link in cPanel, FrontPage is not available in free hosting.
