FTP Access Denied

Hello everyone. I want to log into my FTP account so I can obviousily upload the files I need to onto my website. But, when I enter all of the CORRECT details I need to, it gives me this error:

"Connection attempt failed with "ECONNREFUSED - Connection refused by server".

Does anyone know what this means? If they do, how can this be fixed?

I also got this message, haven't seen it before. The server can't be down, my website is working, strange.

Yeah my website is up and everything, I just have to use the cPanel FTP, which requires uploading one at a time, where FileZilla uploads multiple at a time.
