Often, I'll be doing something over FTP and then the connection suddenly fails. The more times I reconnect, the sooner it fails again until I can't even get back to the right folder. Eventually it stops connecting altogether with the message "421 50 users (the maximum) are already logged in, sorry" and I have to leave for a while to let the connections all time out on the server end. (I guess)
The broken sessions don't show up in the cPanel session manager so I can't just kill them there.

Is the PASV command doing it?

ok first that doesn't display what you are talking about but i have the same problem...o nvm i see it down the bottom.. the problem is server load. you can only connect 50 ftps,or something like that, to your server. my ftp program wasn't closing the connections for some reason one day and i reached my sites ftp limit. as far as the 421 50.. i would take a guess thats how many can be connected to x10hosting at one time. so serverload combined with people connecting and disconnecting ftp. and ftps constantly attempting to reconnect.. makes it impossible to get in!!!
TO EVERYONE: IF YOU CAN'T GET IN THE FIRST TIME DUE TO THIS ERROR!! DON'T KEEP TRYING!!!! WAIT A FEW MINUTES!

i had the same problem with coreftp software . when i used cute ftp the the problem had gone. that is basically because that site allows max of 50 connections. but i never faced problems when i tried cuteftp or flashfxp. both are good and user -friendly

It doesn't work in Dreamweaver's built-in FTP either.

This is really starting to get to me. I can't control my own website half of the time!
Any admins care to comment?

I have one tip: when your ftp session times out instead of doing a 'quick connect' do disconnect manually first or use a reconnect option.

I'd say try something else, no one else seems to have this issue :)
