FTP Login issues

Hi, for the past 2 days I cant seem to login via ftp to upload my forum, though i can login via the cpanel.
I keep gettin this error....

Error: Transfer channel can't be opened. Reason: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
Error: Could not retrieve directory listing

Please try limiting the number of connections in your FTP client to 1, then wait an hour or so before trying again. I think your client is trying to open several connections to the server (which is isn't allowed here) and you're being given a temporary IP ban because of it (which basically the means you won't be able to connect to the server).
