FTP Not work - says makimum users logged in when 0 are

I am trying to upload my website with ftp but it can't connect:
(I am using file zilla)

Status: Connection established, waiting for welcome message...
Response: 421 50 users (the maximum) are already logged in, sorry

It sometimes works but its is a big pain when it doesn't.

Are you sure that you use the correct user and pass for DB?

Yes they are correct cause it worked all of a sudden just now.

Try cpanel file manager to upload your site....
