ftp not working ?

i get this when i try to connect to the ftp server....

FTP might be temporarily down. Try logging into FTP later; it will probably resolve itself.

The server you are on is very new and the admins are doing some configuration work on it so some services may go down temporarily as they work. Once they are done, the downtime should decrease.

whats the % the servers are up after all this down time ?

Normally, I'd say 95-99%
Again, there are a few issues being fixed on the server but once they are fixed, the uptime will be in the upper 90s
