FTP Not Working

FTP isn't working for me anymore. I'm trying to connect to 74.52.94.242, via port 21, but it's unable to connect. I did a quick scan with nmap, and it shows that port 21 is closed. Did someone accidentally close port 21, and if so, it needs to be opened up again. Thanks!

His site is definitely on paid. Checking the A records (or ping) confirms it.
