FTP semi-broken?

I can log into my FTP account on Starka, and I can move around directories that I know exist, but I can't retrieve a directory listing nor upload anything. Uploading results in something like this:

Response:     250 OK. Current directory is /
Command:      PWD
Response:     257 "/" is your current location
Command:      TYPE A
Response:     200 TYPE is now ASCII
Command:      PASV
Response:     425 Unable to open a passive connection: Too many open files in system
Command:      PORT 192,168,1,166,194,161
Response:     200 PORT command successful
Command:      STOR foo.txt
Response:     553-Can't open that file: Too many open files in system
Response:     553 Rename/move failure: No such file or directory
Error:        Critical error

The same thing happens no matter what directory I try to upload the file to.

The above output comes from FileZilla; Firefox won't even connect.

I think the same problem is happening to other people, probably a server-side problem?

Probably. Seems Starka's cPanel is down too.
