GarageBand for Linux or Windows?

Does anyone know of a software very similar to GarageBand (for Mac) that can run on Windows or Linux?

I personally use Acoustica Mixcraft for Windows, but it's not available for Linux. (It also costs money, I believe.)

I don't know if this is/was a hoax or not, but it was announced some time ago that Microsoft will be publishing Monaco a music software very similar to Garageband:
