Is it against the TOS to give your account to someone else in order to preserve the double everything deal?

I am not to sure about this. I will move this to level 2 support so that a admin will see it.
Without the double everything it would be as easy as backing up the account, create a new one and transfer the data back.

Yes, you can give the account to other person if you want. The thing is that, that person shouldn't have another account, if not he'll be suspended for multiple accounts.
