In there ile it saids that they pay-out earnings as long as there is no holding on your account. Possible holding are: that you did not passed the non-u.s authorization? and the other one is that you did not create appropriate pay-out information such as pay you through bank, through bank-wire, etc...

The other possibilities you dont get pay is you got your google account disabled and you did not reach your minimum pay-out.
