having issues with a mouse over and css file

I apear to be having an issue running a .CSS and a mouse over script. Could you please look at http://zingara.pcriot.com/

Can you tell me what im doing wrong sence all i did was pull the working code files to here.

file paths are relative to /home/zingara/pubic_html
