Having trouble with getting PERL cgi to run in public_html

You don't have permission to access /profilethree.cgi on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I checked the forums for causes but cannot access anymore at present.
I have set the public_html directory's permissions to 755 and the .cgi file itself.
I have deleted the .htaccess and tried but no difference.
I have put this in the .htaccess file
Options +ExecCGI
AddHandler cgi-script .cgi .pl

Please advise

PS Please note that cron is running a .cgi file with no trouble in the home directory.
PPS PHP is OK in the public_html directory too.

CGI has been temporary disabled on the free services when done via apache. There is no ETA for it to appear, but it might be reimplemented after January when corey has cut out allot of the abuse.
