All new accounts created from countries deemed to be "high risk" begin with a 512MB restriction. Please see the
Country Restrictions thread for more details, but it boild down to this: you need to have a working web site that falls completely within the
Terms of Service and
Acceptable Use Policy for at least one week. At that point, you can request that the limits be lifted to "normal" levels by filing a support ticket. (Right now, there's just the start of a WordPress themed install, which wouldn't count as a "working web site" until content is addd.)
Note, too, that even after your account is set to "unmetered", you will only be allowed to store 1GB of video/photos on your site. Keep in mind that while the server is fulfilling requests for your video files, it's blocking other sites on the same server. It's probably best for you to host the video on a dedicated video hosting service like YouTube or Vimeo (there are others as well), then just embedding the videos on your web pages.
