If your account is suspended then all of your stuff is gone.
If it is due to inactivity then it COULD be possible to have an other account as you have registered previously when the restriction wasn't in place, hence the word 'COULD'.
I'm actually wondering what would be said in this thread later on in regards to this "multi-issue".

Your account will be deleted (no backup is made) - after no less than 21 days (3 weeks) from the date of suspension - IF you do not have it un-suspend before then
If your account has been terminated for inactivity - AND removed from the server (system) - AND your current Internet Service Provider's (ISP) IP shows a 'country code' on the current x10hosting's "Whitelist" - you can create a new account and restore any backups YOU may have

The OP seemed to have previously registered when the country restriction wasn't in place so it is hard to tell without knowing if the OP has went over 21 days and if so then... I have no idea what will be offered here.
