Help! fopen function!

i want to install ocportal to my hosting but i got this error,

 The top-level configuration file (info.php) is  either not-present or empty. This file is created upon installation, and  the likely cause of this error is that ocPortal files have been placed,  yet installation not completed. The fopen function appears to have been manually disabled in your PHP  installation. This is a basic and necessary function, required for  ocPortal.

Did you try running the installer like the error says to?

Oh, nevermind, the second error is what appears in the installer page. The PHP function described was likely disabled for free hosting
