help me about this errors

Hi after installing the dcms script
i got 500 error
u told to me delete .htaccess and chmod folders to 755
i do this operations
but in the next step i got this errors

Enabled shielding quotes
Add a root .htaccess line php_value magic_quotes_gpc 0
Need support mod_rewrite

You can not override PHP values in .htaccess, remove any lines trying to modify PHP settings.
