Help on Website not loading CSS and JS??

Well... I don't know the cause but it seems like CSS and JS are not being loaded properly.... Clearing cache and hard reset fixes it for a couple of minutes then it will revert back to this messed up state.

Iv'e attached a screenshot of what is happening. Hope someone can help me with this

Do you know which server you are on? XO1 seems to be having some issues lately and there are also some cache issues which the x10hosting staff are trying to resolve, and that's most likely the cause of your problem
