Help - Suspended - Can't get unsuspended.

I get the following message when I try to login as per the instructions in an email message to me:
Halt! Who goes there?
Your Internet connection has been blocked due to frequent abuse.

Please get in touch with us if this is a mistake.

You may use the help messenger at the bottom-right of your screen.

---- There is no help messenger at the bottom-right.

Please help.

I'm finally unsuspended. I was able to "get in" using my email account on my smart phone, and clicked on "Unsuspend" when I was presented with that option. But I am not able to get past the "Halt" message as above when I try from my computer.

Thanks for viewing my message, but no one offered any advice. Must be a unique problem.

I think I figured it out. The error message reads "your connection ... frequent abuse". This refers to my Internet Service Provider", not my computer or any virus on it, as I first thought. When I tried to unsuspend, it was from a library with a different ISP. That's when it worked.
