Help! Website deleted and I unable to register a new site :(

My website was recently deleted (I think probably due to inactivity), but I am unable to register it again. It says my country of origin has been blocked due to abuse. I'm not sure which country the message refers to, though. I am from Canada, and first registered my site there, but I live in Japan now. Is there anyway I can be allowed to register my site again?

Canada's fine, but Japan isn't on the whitelist. Unfortunately, there's no way around the country restrictions when setting up a hosting account.

(If you're wondering why Japan is on the "naughty" list, it's likely due to incompatible copyright law that has led to repeated violations of copyright under US law, which is the governing jurisdiction here. Non-commercial use of copyright-protected material without explicit license is permitted in some countries but strictly forbidden in the US. There's also a problem with much of the manga/anime regarding the adult content and child pornography provisions of the Terms of Service — fantasy and oblique depictions are okay in Japan, but very, very much against the law in the US.)

Ahhh... great. But isn't there anyway an administrator in the U.S. can help me out? My site was up this whole time and I just forgot to sign in for a month, if they had a problem with people from Japan registering, why did they let me keep my site up to begin with? In fact, any issues with copyright or content laws don't even apply to my site because everything is my own work (It's my design and photography portfolio, and all of which is family friendly).

Sites that have a clean track record can always stay up. That includes sites that were created from countries that used to be on the "high risk" list (which has since been abandoned because the risk was too high). Yours would have been good to go if not for the inactivity thing. It doesn't matter why your site was suspended and deleted (and the records of the reasons aren't maintained after termination), or what your old site contained, the fact is that you are now living in a country from which new Free Hosting accounts cannot be created at the moment. No, an admin can't help you; there are no exceptions made (but an awful lot of exceptions requested). It's not personal; just a cost/benefit thing.

Do note that those restrictions do not apply to the paid plans (Premium and VPS), where fees offset the average administrative cost of abusive accounts (and the "paper trail" discourages attempts at outright criminal behaviour).

After you opened a account at x10hosting the rules for new accounts were changed - but those like you that had a account that did not meet the 'new' rules - after the change - could keep that account as long as it was keep in good standing of the current Terms of Service (TOS)

The 'new' rules are...

If your account has no working website starting within the first seven (7) days - OR your account is suspended for 30+ days where you did not log-in to the Account Portal (both are inactivity) - you can un-suspend it from within the Account Portal (AP) - but if you do NOT un-suspend it within 14 days the computer (system) will terminate it and delete ALL of its files - anytime after the 14 day delay - NO backups are made

If your account has been terminated for inactivity - removed from the server (system) - AND your current Internet Service Provider's (ISP) IP address shows a 'country' on the current x10hosting's "Whitelist" - you can create a new one and restore any backups YOU may have

The "30 day" inactivity restrictions do not apply to Prime, Illuminated, Premium and VPS service plans

NOTE: You must have a free-hosting account before you can 'upgrade' to a Prime or Illuminated service plan. Your existing free-hosting account will be upgraded to the new service plan

The "Whitelist" country restrictions do not apply to Premium, and VPS service plans - except when U.S.A. law prohibits that country

If your ISP's IP address 'country code' is not on x10hosting's "Whitelist" -:- or you are using a proxy -:- or you are using VPN -:- or you are using something like TOR --- you CAN NOT setup or open a x10hosting's free-hosting account -- this is a computer (system) setting and staff can not bypass (override) it

A country is removed form x10hosting's "white list" when the ratio of all accounts (at x10hosting) from that country to accounts that are deleted (terminate) for being outside of the TOS from that country reaches a set amount OR when U.S.A. law prohibits that country
