Help with contacting admin about IP error for login, cannot access FTP due to VPN Proxy block

so when i created an account i must have been using my VPN. now that i want to login i cannot get to my ftp because my ip has been blocked. says i need to contact an admin so i try useing the help center and it comes to proxy error on the site. can someone give me a hand, my vpn and proxy are turned off
