Help with WordPress

I installed WordPress, to a folder, and I've attempted to run the wp-admin/install.php and the index.php and got nothing I'm very new to this level of web site building so I'm probably missing something entirely Anyway, just what do I have to do to activate WordPress so that I can get back to a system I understand? Desparate for help....

It takes 24-48 hrs for the system to set up a new account. It has nothing to do with WordPress, or Joomla, or Drupal.

While it is being set up, you get the default web site page.

Patience and clear your browser cache and history before checking on your site.
