Hi , I'm new and I have questions

Hi,
I use the free ad-enhanced plan and I saw in the cpanel's full documentation that we could modify our error messages (400 , 404 ,500 and more) but I can't find the "404.html" with my FTP:roflwtf:, is it that only paid users can modify it or is it that I need to create one and place it in "?" folder?
Can someone tell me please??
