I'm from NY. I am a beginning web designer. I hope to use X10hosting and I have seen that it is realy great.

I have a question and that is is the PHP mailing function enabled in X10hosting?
I really need that enabled.

PHP's mail() function is enabled but to be able to use it you must have requested the Intermediate version of PHP, which you can do here http://x10hosting.com/account . After your request, the upgrade will take between 6-12 hours for it to be completed.
