host server chopin down, root directory etisalat.x10.mx/cgi-bin/php.ini shows error with india web proxy url pls help

Congratulations, considering you have just admitted to trying to use a proxy on this host you have now earned yourself a zero-tolerance suspension. The Terms of Service clearly outline that you are not allowed to use proxies on free hosting and due to this violation this is a permanent suspension and you will not be given access to any files prior to their deletion.
