They are only hosting English and some others language site cause of their advertisement.
And china does not use English(most of them I guess). If your site will be in English give http://support.x10hosting.com/ a try.

Ya, your right but I'm just tell you that they have block the IP from non-English country a long time ago.
And that is the reason behind this.
