how do I create a symlink?

I need (or would prefer) to create a symlink between /cgi-bin and /webde/usr/local/bin.
I would like this for the url, and it will help organize my project. My project is Brimca.SYS web/DE, a web based desktop manager. I've created a desktop manager in a combonation of php,html,java,javascript,other languages...I want to do it again, and make it better, but it would be very helpful if I could get perl (for an interpreter) and cgi in there.
