Depends what you want to do. You can use Cpanel's File Manager to create HTML pages. You can create your own HTML pages and upload via FTP or Cpanel, you can use any number of web design tools.

You can even install / upload forums, CMSes, etc.

Maybe a little more information on what you are trying to do will get better results.

i cant copy and paste them i have to upload the file?

You could copy and paste, but if you already have a file created - it would just be easier to upload it to your public_html directory.

and what do i do with all the other stuff --access-logs,etc,mail,public_ftp,public_html,cgi-bin,tmp,www

First, please be patient. We're handling a lot of threads and issues at the moment. You already know we'll assist you if we see your thread.

It will be your main page if you label it index.html. If you label it anything else, then no.

public_html is the directory where you place your files. Unless you have a need to use the other directories, you can skip them.
