How does this happen?

When I go to http://urx.me/, an error page from a script that I have definitely deleted, and as you know I formatted my hosting account too, but this error page from a script 'URL Shortener' is still there. I mean how does this happen? There is no index.html file on my server.

The site is being displayed from your index.php file in your public_html folder

I mean without the www. the website redirects t one of the error pages of my older script, but with the www. it works fine. Is there a way to seo-friendly redirect the without www. to the www.

Sounds like a cache problem -- try clearing your browser cache and trying again.
