Talk about your forum in blogs, other websites, other forums. Submit your website into google, alexa, yahoo, bing (MSN). Submit your website in directories. If you have some money, you can paid for publicity with google adsense or other networks.

This should help your forum get views, but there is no one-hit wonders. Keep that in mind.
