How to change upload_tmp_dir PHP environment variable?

I need to create a file upload system, but I will need to change upload_tmp_dir in order to set it up. I understand that this is in free, shared hosting, and that the variable is under the control of the administrator. If the administrator can do something about this, I would like him to be contacted.

We can't modify the setting on a per user basis, but the default value should work.
