How to get the link to a certain directory?

I need the access my "public_ftp" file for my server so that people can download the files. Except whenever I type something like "sparklelacafe.x10.mx/public_ftp" into my address bar it doesn't show up. How do I get the URL so people can download files from my public_ftp directory?

There doesn't seem to be a directory with that domain in your public_html directory. That's why entering that address that way doesn't work.
