how to install a php program

I need to install:http://help.transifex.com/server/install.html#installing is it possible? how can I do it?

Unless I'm misreading the install directions for that software, it looks to require command-line access to be installed, as it installs a server. If that is the case, that unfortunately is much more complex than a php program, and is something you would need a VPS to host, as it's not software that can be installed on the Free or Premium shared hosting servers.

Ok, I'm not very expert on PHP so I was not aware on how they could be installed.
