if you are referring to php level, don't worry about it. PHP levels were taken out ages ago.

Yes you can probably install wordpress mu. Issue is that YOU are liable for anything posted, so if someone links to illegal content, or hosts it, your account, and everyones blog your hosting is deleted, no backups, no second chances.

Not being a nay-say but I don't think he can install MU even though it'd be allowed:

3. In the <VirtualHost> section of the config file for your host there
will be a line defining the hostname. You need to add the following
if you want virtual hosts to work properly:
"ServerAlias *.domain.tld"
Replace domain.tld with whatever your one is, and remove the quotes.

He can't get to that because that's in the server config.
