Just HTML? or would you be able to use PHP+MySQL? or even flash, java, etc? Theres many possiblities... you should narrow them down.

why not install PhpMyChat via the Cpanel if you still have d\bases if you do not have any left go to the site download it and upload it via FTP...

Yes i think that is through java I personally dont like it but dont know you can always install it thru fantastico.

Do a google search on any of the ff scripts, if not go look for a bunch of other chat scripts at hotscripts.com :
