HTTP Error 500

Hello. I've made a clone of my forum so I can test out the phpBB update for any bugs I'll face first. The clone works fine but when I add the update package and try access the install I'm faced with a HTTP ERROR 500. I've tried clearing the browser cache, cookies, Cloudflare cache and the forum cache. Nothing has worked. Any help?

A shot in the dark, but if you have a .htaccess file, try renaming it to htaccess.txt

Nope didn't help. The forum clone itself works fine but it's the install for the upgrade that doesn't.
