As it seems you are new to web developing, I would recommend that you tryout an CMS like Joomla or Drupal(Get them at: http://joomla.org/ and http://drupal.org/). For that matter you may want to try Kompozer, which is available at http://kompozer.net/. It's a software that allows you to create web sites with an easy-to-use word processor like interface. Kinda like Dreamweaver but free!!! If you have an question or comments you can PM me.
