I am not able to connect via my FTP accounts

When i try to upload files via FTP using Filezilla client i get a error.
Status: Resolving address of ftp.palankar.com
Status: Connecting to 69.175.6.94:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server
Status: Waiting to retry...

I have tried FTP, SFTP, FTPS and FTPES,
I get the same error on all the modes.
