I can access my site, but NOT CPANEL

I want to upload a few files to CPanel for my site and its saying that the page cant be displayed

If not try using http://rxproxy.com/ to access your cPanel account.

Now that when I go and upload my new encryptor.html page, it is giving me a 404 error, also, the picture that i want to use on the portfolio.html page, is not showing up also. Any Ideas?

nevermind, i solved my proble with the uploaded page & the image
