Nope, cPanel is working perfectly. You apparently were using your account for spamming purposes. Someone reported it, and your account got suspended.
My guess is you were running some sort of bot or script that was abusing the mail() function. Is that correct?
Anyways, log into: http://x10hosting.com/login.php and see what message you get.
