Can you tell us what is the error you are getting while creating the database?

Chopin does have a problem with connectivity to the remote database server. This means that cPanel can not speak with the mysql server, and thus won't show existing databases, not allow the creation of new ones.

We're aware of the problem and hope to get it sorted quickly.
