Registration for Hosting is currently limited to United States, Canada, United Kingdom, Australia, Spain, Mexico, New Zealand, and Ireland. Many countries have been blacklisted for signup due to abuse.
Check this thread on Country Restrictions.
Currently, only people in the white-listed countries can sign up.
Note: Don't try to use proxies, VPN or Tor to sign up. I'm pretty sure it won't work.
