I can't create an SQL Database

On the main x10 page, it says that that I can use SQL but my cPanel account shows a "0/0" quota, meaning that I cannot make any SQL Databases through cPanel. Why is this so? I can't run part of my website without it.</s>

What is your cPanel username? I can't find a account with the username dark_yux.
