Well, I can't even remotely design, so what I do, as you can see on my website:
http://nopi.exofire.net
is have all my content hosted on a blog.
You can just add a new post whenever you want to add a new video and such.

The best way would be to start learning HTML and start off with a free template.
You can learn HTML on http://w3schools.com (click Learn HTML near the top left)
There are some great free templates on http://zymic.com
Once you get the hang of it, start learning graphics design and web design in Photoshop. You can get that at http://adobe.com
It's a trial program for 30 days, but trust me, it's worth paying for after the 30 days.

It will take quite a while to get everything mastered but time is money. :D

Well, Photoshop would be the best program to use, but there are many others. I'm not familiar with any other ones though. If you do use Photoshop, check out some tutorials at http://pixel2life.com
Photoshop would have to be the #1 choice in designing programs.

Yes, it will teach you everything there is to know about HTML. If you completely finish the tutorial I believe you have a chance to apply for an HTML master degree (not like an official college degree or anything, just something neat to do).

Also, everything takes practice, practice, practice. If you can't get something right the first or second time, try again. If you still can't get it, well you have a great community here that would be willing to help. :D

If you like, you could add me on MSN and if you ever run into any problems, you can ask me for quick help.
My MSN is crash.override.xx@gmail.com
