I don't know if this is causing the problem but check still if you go to your cpanel and go to IP Deny Manager
you will see all the range of ips are blocked i believe this is causeing our problems please mods check this out if this is the prblem

The IP's in the 'IP Deny Manager' are defined by you, the hosting account's owner.

Btw, when you say problems, what exactly are you referring to?

I can not delete it it keeps on sayin error

If thats the case check in your web directory (public_html) for a '.htacess' file; if there is none present then that's the problem; as there is probably default data ,regarding your account, set in the .htaccess file, you may need someone to reset one for you. Otherwise you should be able to open the file and simply delete the 'deny from' statements at the bottom.
