i got error and them

Resource Limit Hit!
This site has exceeded its resource limits for the past hour, web traffic has been restricted. Limits are reset every hour, please try back shortly.
Common reasons for this error:

High resource usage scripts.
Poorly coded scripts.
Time to upgrade.

This was something new staff were working on implimenting; not 100% sure it's done on all servers yet, but instead of it suspending you for high resource usage, it returns that page.

High resource usage is normally caused by high cpu or ram for an extended time, or for too much cpu time in an hour (which is also indicative of very intensive scripts). You may want to see if you're running plugins on anything that aren't coded well, or if you have any infinite loops anywhere in the code.

Once per hour the system resets all the restrictions again, so it should unfreeze the site soon enough. In the mean time you can still access cpanel to try to locate what's causing the high resource; if you have crons or plugins, check there as well.

i dont have cron or plugins i just have php_errorlog and errorlog its about 5mb or 9mb

Checked with higher ups, the error comes up when you've hit the cpu usage cap for the hour between all the processes. That either means the site is extremely popular, that the code is very intensive and needs to be streamlined if possible, or both.
