Yes, I am. And there are simple jobs that almost anyone with a little knowledge can do that will run just fine on low-cost (or free) hosting, and others that will take either a team of specialists or someone with a huge in-depth knowledge of the full development stack (and may cost a small fortune in hosting costs, even if it's been optimized to the nth degree). You absolutely need to be more informative if you want any help, since there are a lot of people who don't know enough about development to know whether or not they can do the job. I can (and know where to find the expertise I may be weak at if you need real expert help), but you probably wouldn't like my rates. Someone who is in a position to work cheaply (a student, for instance) might not know whether or not they are capable of doing the job, and will either fail to respond because they assume the job is big, or jump right in without realising they don't have most of the skills they'll need.
